About Us 
The Beginning of “the Electrical Group”
            In 1977, those who involved in electrical business in ASEAN countries agreed to form the 
ASEAN Federation of Electrical Engineering Contractors or AFEEC, founded by the Philippines and 
followed by four other countries: Malaysia, Indonesia, Singapore and Thailand. At that time, the 
invitation to Thailand was given to the Thai Construction Industry Association under H.M. the 
King's Patronage, which later appointed Dr. Prasat Chandratip, another Advisor, to gather the 
electrical contracting professionals forming an electrical group under the Thai Construction 
Industry Association under H.M. the King's Patronage.
          The “Electrical Group” consisted of local electrical contractors and suppliers, and leaded by 
Dr. Silirak Chandharagsu as a Chairman of the group. The group was assigned to contact directly 
with all of five member countries during the AFEEC Convention and AFEEC Council Meeting.

Transformation to “the Thai Electrical Contractors Association”
         With the continued effort and co-operation from Dr. Prasat Chandratip and other founding 
colleagues of the Electrical Group, many activities such as seminars, meetings, etc. were carried 
out with primary goal of gathering all the persons who interested and recognized the significance 
of the cohesion as an organization. This is to protect the profession right and profit, and to 
upgrade the electrical profession to meet an international standard. The electrical activities in the 
country had been growing up alongside with the continuous increasing of members. After two 
year, it had then officially registered under the name “Thai Electrical Contractors Association or 
THECA” on November 29, 1985. Since then the Association had gained a momentum in its 
existing, recognizing by the relevant government sectors, in particular, all three Thai Electricity 
Authorities.

At Present “Thai Electrical & Mechanical Contractors Association”
            In 1994, starting of the globalization era, the committee recognized that the Association 
should not limit itself to only electrical business field, but it should open to other related fields 
such as air conditioning, plumbing, fire protection, communication, etc. With this reason, the 
name of association was changed and re-registered to the new name of ‘Thai Electrical & 
Mechanical Contractors Association or TEMCA”. In addition to the general activities, the 
Association has taken part in improving the standards and the ethics of the business involved in
engineering and installation practices in Thailand, The encouragement for the better standard of 
engineering practices for all the engineering system works is also the part of the Association's 
main objective.
            It has also joined with other associations concerning construction business founded 
Federation of Design and It has also joined with other associations concerning construction 
business founded Federation of Design and Construction Services of Thailand or FEDCON with 
the purpose of penetrating to oversea markets.
            With the recognition of roles and duties of the Association, Board Committee is readily 
obliged to contribute the continuous benefits for all members.
  


ความเป็นมาของสมาคมฯ
ย้อนอดีต ….. กลุ่มไฟฟ้า            
            เมื่อปี พ.ศ. 2520 ผู้ประกอบธุรกิจด้านไฟฟ้าในกลุ่มประเทศอาเซียน ได้มีมติในการจัดตั้งสหพันธ์
ช่างเหมาไฟฟ้าอาเซียน (ASEAN FEDERATION OF ELECTRICAL ENGINEERING CONTRACTORS) 
หรือเรียกย่อว่า “AFEEC” ขึ้นโดยเริ่มจากประเทศฟิลิปปินส์ ก่อนและตามมาอีก 4 ประเทศ คือ มาเลเซีย,
อินโดนีเซีย, สิงคโปร์ สำหรับประเทศไทยได้รับหนังสือเชิญมาทางสมาคมอุตสหกรรมก่อสร้างไทย
ในพระบรมราชูปถัมภ์ และสมาคมฯ ได้มอบหมายให้ ดร. สิริลักษณ์ จันทราศุ ขณะนั้นท่านเป็นที่ปรึกษา
สมาคมฯ เป็นผู้ดำเนินการ ซึ่งท่านได้ขอให้ ดร. ประศาสน์ จันทราทิพย์ ซึ่งเป็นที่ปรึกษาสมาคมฯเช่นกัน 
เป็นผู้รวบรวมผู้ประกอบอาชีพด้านรับเหมาไฟฟ้า

จัดตั้งเป็น “ กลุ่มไฟฟ้า ”
            “ กลุ่มไฟฟ้า ” ประกอบไปด้วยผู้รับเหมาไฟฟ้า ผู้ผลิต และจำหน่ายอุปกรณ์ไฟฟ้าภายในประเทศ
ขึ้น โดยมี ดร. สิริลักษณ์ จันทราศุ เป็นประธานกลุ่มในขณะนั้น กลุ่มไฟฟ้าได้รับมอบหมายให้ประสานงาน
ติดต่อโดยตรงกับสมาชิกทั้ง 5 ประเทศ ในการประชุม AFEEC CONVENTION และ 
AFEEC COUNCIL MEETING ด้วย

ย้อนอดีต …. สมาคมช่างเหมาไฟฟ้าไทย
            ด้วยแรงผลักดันและความสนับสนุนอย่างต่อเนื่อง จาก ดร. ประศาสน์ จันทราทิพย์ และผู้ร่วมจัดตั้ง
กลุ่มไฟฟ้าหลายๆ ท่านได้ดำเนินกิจกรรมต่างๆ เช่น การสัมมนาทางวิชาการ งานประชุมระหว่างสมาชิก ฯลฯ
ทั้งนี้โดยมีเป้าหมายในเบื้องต้นที่จะรวบรวมผู้มีความสนใจ และตระหนักถึงการรวมตัวเป็นองค์กรเพื่อพิทักษ์
สิทธิประโยชน์อันพึงมีในวิชาชีพ และร่วมกันยกระดับมาตรฐานวิชาชีพไฟฟ้าให้สูงยิ่งขึ้นให้ทัดเทียมกับ
อารยประเทศ และเนื่องจากกิจกรรมด้านไฟฟ้าได้เจริญเติบโตขึ้นพร้อมทั้งจำนวนสมาชิกที่เพิ่มจำนวนอย่าง
ต่อเนื่อง หลังจากจัดตั้งกลุ่มไฟฟ้าได้ระยะหนึ่งจึงได้จดทะเบียนอย่างเป็นทางการเมื่อวันที่ 29 พฤศจิกายน
2528 โดยใช้ชื่อว่า “สมาคมช่างเหมาไฟฟ้าไทย” และใช้ชื่อย่อว่า “TECA” โดยสมาคมฯได้ดำเนิน
กิจกรรมสานต่อจากกลุ่มไฟฟ้านับตั้งแต่นั้นสมาคมฯ ก็มีความเป็นปึกแผ่นยิ่งๆ ขึ้นเป็นที่ยอมรับของหน่วยงาน
ราชการที่เกี่ยวข้อง โดยเฉพาะการไฟฟ้าทั้ง 3 แห่ง

ปัจจุบัน … สมาคมช่างเหมาไฟฟ้าและเครื่องกลไทย
            ตราบจนปี พ.ศ. 2537 เป็นยุคที่โลกไร้พรมแดนคณะกรรมการในขณะนั้นเล็งเห็นว่า สมาคมฯ
ไม่ควรจำกัดตัวเองเฉพาะด้านไฟฟ้าควรจะเปิดกว้างให้ผู้ที่ประกอบอาชีพเกี่ยวข้อง ได้มีโอกาสเข้าร่วมด้วย 
เช่น สุขาภิบาล, ประปา, เครื่องปรับอากาศ, สื่อสาร ฯลฯ ดังนั้น จึงได้มีการจดทะเบียนเปลี่ยนชื่อเป็น
 สมาคมช่างเหมาไฟฟ้าและเครื่องกลไทย
 “THAI ELECTRICAL & MECHANICAL CONTRACTORS ASSOCIATION” : TEMCA
            นอกจากกิจกรรมต่างๆ ของสมาคมที่เคยดำเนินการมา สมาคมฯ ยังได้เข้าร่วมไปมีบทบาทกับ
สมาคมต่างๆ ในการรณรงค์ให้เกิดมาตรฐานการทำงานทางด้านวิศวกรรม เช่นมาตรฐานการติดตั้งทางไฟฟ้า
สำหรับประเทศไทย มาตราฐานการแจ้งเหตุเพลิงไหม้ ฯลฯ และยังเข้าไปร่วมมีบทบาทกับสภาหอการค้า
แห่งประเทศไทย หน่วยงานราชการต่างๆ ในการแสดงความคิดเห็นของเอกชน นอกจากนี้ยังได้ร่วมกับ
สมาคมที่เกี่ยวข้องกับงานทางด้านก่อสร้าง จัดตั้งสหพันธ์ธุรกิจ บริการออกแบบก่อสร้างแห่งประเทศไทย 
เพื่อบุกตลาดก่อสร้างในต่างประเทศ
            ด้วยตระหนักในบทบาทและหน้าที่ของสมาคมฯ คณะกรรมการทุกคน พร้อมที่จะสรรสร้าง
ประโยชน์เพื่อมวลหมู่สมาชิกของเราอย่างไม่หยุดยั้ง
